When ward leaders fully utilize the inspired council system and focus the efforts of the quorums and auxiliaries on improving the spiritual and temporal well-being of ward members, miracles happen in the lives of families and individuals. I believe that the day has come when we cannot hope to build the Church and to bring the hearts and souls of our members to Christ without using every resource the Lord has given us to help us take advantage of our opportunities and address the obstacles standing in our way. For example, leaders throughout the Church are greatly concerned about the spiritual maturity of many members. We worry about the inactivity of so many new members of the Church. I believe that the answer to these concerns lies in the proper understanding and use of our councils, particularly the ward council. "In view of the accelerating growth of the Church and the ever-faster unraveling of society's moral and spiritual fabric throughout the world, it is increasingly imperative to empower leaders of stakes, wards, and homes to do whatever it takes, in harmony with gospel principles, to bring people to Christ. Every person and situation is unique in some way. While principles are universally applicable, practices are not. As every parent knows who has tried to rear the second child exactly like the first, what works in one situation may fail in another. The central activity of leadership is teaching-first by example, second by precept. After that, leaders become a source of help as their empowered stewards assume the responsibility and exercise the initiative to do whatever is necessary, consistent with the principles taught, to fulfill the shared vision. The most advanced, universal, and practical leadership philosophy ever put forth was given in this simple statement by the Prophet Joseph Smith: "I teach the people correct principles and they govern themselves" (quoted by John Taylor, in Journal of Discourses, 10: 57-58). Area presidencies are to teach stake presidencies the overall vision, direction, purpose, and correct principles of the Church, and then they are to let stake presidencies govern or manage their stakes. A similar pattern applies to bishops and their wards and to parents and their families. "Wherefore, now let every man learn his duty, and to act in the office in which he is appointed, in all diligence" (D&C 107: 99). This empowerment process requires leaders to exercise great patience while modeling Christlike behavior; building caring, trusting relationships; setting up clear role and goal expectations; identifying sources of help; and requiring accountability. Generally, Church leaders teach principles, not practices. Inspired stake, ward, and family council members learn to convert principles into appropriate practices through the whisperings of the Holy Ghost. For example, after teaching the principle of daily family prayer, a father may ask, "How and when should our family hold family prayer?" The family may determine to hold family prayer just before the children go to school. This may become a family practice for many years. Later, the family may find it more practical to hold family prayer in conjunction with the evening meal or at bedtime. Practices may change, but fundamental principles and purposes do not change. As leaders work with their councils, careful attention should be given to this admonition from the Lord: "For behold, it is not meet that I should command in all things; for he that is compelled in all things, the same is a slothful and not a wise servant; wherefore he receiveth no reward. Verily I say, men should be anxiously engaged in a good cause, and do many things of their own free will, and bring to pass much righteousness; for the power is in them, wherein they are agents unto themselves" (D&C 58: 26-28). When so empowered, council members will become amazingly creative and willing to take the initiative in doing whatever is necessary to accomplish worthy purposes within the guidelines of well-understood principles. ; 6.5" x 9.5"; 208 pages,

; Two incidents are particularly dramatic in this volume, thanks to the careful work of clerks who took the minutes, bringing to life some key moments in LDS history. One of the most memorable meetings of the city council occurred on June 10, 1844; the minutes capture the emotions as members debate whether to detroy the opposition newspaper, the Nauvoo Expositor. The publisher of the paper, Sylvester Emmons, had been a councilman until his June 8 expulsion for having “lifted his hand against the municipality of God Almighty.” As the hawkish councilmen became increasingly agitated, they began shouting slogans, asking whether the others had the neve to do what was right and crush the newspaper. The answer was a sustained, raucous cheer.

“Yes resounded from every quarter of the room,” the clerk, Willard Richards, wrote. “Are we offering … to take away the right[s] of anyone [by] this [action] [to]day?” one of the city councilmen, William Phelps, shouted. “No!!!” was the answer “from every quarter.” Should they also tear down the barn of newspaper editor Robert Foster? Yes! they said. By the time the meeting was over, the Nauvoo police, assisted by 100 soldiers of the Nauvoo Legion, had “tumbled the press and materials into the street and set fire to them, and demolished the machinery with a sledge-hammer.”

Another gripping event occurred on September 8, 1844, when the high council gathered outdoors to accommodate large crowds for the trial of Sidney Rigdon of the First Presidency. A behind-the-scenes power struggle became evident as Brigham Young stepped forward to take control of the meeting, culminating in a request for a vote from the audience. Young asked everyone to “place themselves so that [he] could see them, so he would “know who goes for Sidney.” There followed a flurry of denunciations of various Church members who were summarily excommunicated by acclimation rather than by trial in a meeting lasting six hours.

Perhaps it all made sense if you were there and knew what the rules were, but for most people today, the history of Nauvoo seems like a parade of horribles. For instance, Henry Cook was brought before the high council on the charge of having sold his wife for her weight in catfish. He and the buyer were happy, but she was not. Henry was found innocent “under the circumstances” because “the cat fish woman” was found to be a shrew.

In another case, Joseph Smith charged William Sagers with “using my name in a blasphemous manner,” saying Smith had given him permission to sleep with his wife’s sister. William apologized, and within a month Joseph actually did give William official permission to marry his sister-in-law. This enraged his wife, Lucinda, who complained to the high council. In rejecting her complaint, the council said it had already acquitted Sagers and would not take up the case again. The minutes reveal that the trial was held in a room that was “crowded to excess’ with curious onlookers, which is vastly different than the strict privacy observed in LDS trials today.

In September 1845, the council considered the case of Amasa Bonney, who was charged with public drunkenness—an especially serious offense for a Latter-day Saint. But unfazed, Bonney “appeared [before the council] in a high state of intoxication, with a bottle in his pocket; and was soon in a state of sleep in the council room, whereupon it was voted unanimously that he be cut off from the Church.” Some people fared better and were both excommunicated and reinstated all in the same meeting because they quickly confessed and repented.

In this landmark doctrinal discourse given by Elder Joseph E. Taylor in 1890, the differing duties of the various offices of the Priesthood are layed out in a clear and precise manner. Discussed is not only the office of Apostle, of which the Quorum of the Twelve and the Quorum of the Seventy are a part of, but also the offices of Patriarch, Bishop, Elder, High Priest, and the Aaronic Priesthood offices.

In addition to Elder Taylor's discourse, there is a note section at the end, which offers additional insight into the principles that he addressed on Priesthood. There is quoted an article from 1873 which reports that President Brigham Young organized a Quorum of Seven which stood higher in rank that did the Quorum of the Twelve. Additionally, there are quotes on the Apostleship, on the Apostleship of the Seventy (something which is not generally understood today) , the relationship of the Seventy and High Priest, and the fulness of the Priesthood.

For those who understand the offices of Priesthood in the early Church, this discourse is not only insightful and faith-promoting, but dispels many mysteries on the organization of the power of God on earth! Br. Taylor advances the belief, taken from his understanding of the teachings of Joseph Smith, that when children are resurrected, they will not grow. Therefore, reigning throughout the eternities, on the thrones of the Gods, will be bodies of children with the wisdom of men.

The mere fact that this was advanced by him in the Temple, and that it was even addressed, allows us to peer into the annals of Church history. This was a doctrine that, if not taught all the time, was being discussed in private circles among the Church leaders.

Also included in th is discourse is the explicit teaching that God the Father came to this earth and provided the necessary genetic material for the body of Jesus Christ. In other words, the Father sired the Son. Rarely has this been discussed in such frankness as in this discourse.

Elder Taylor also proposes taht God the Father was a Savior on His world, and this is why He had the power to come to this earth as a perfected resurrected Being, partake of gross matter, have blood flow through His veins, provide mortal bodies for His spirit children, then have power over death. He maintains, as does Brigham Young, that Adam, who is Michael, did not die, but was instead translated, and this translation came about from powers obtained through being Exalted previously.
